Gallatin County, MT is Hiring a GIS Manager Near Bozeman, MT

This position serves as the GIS Manager of the GIS Office and oversees significant responsibility for addressing, 911 support, and general GIS. The GIS Manager is the senior-most GIS role in the County and a GIS subject-matter expert (SME). Besides overseeing GIS Office operations, the GIS Manager coordinates GIS efforts across the organization of Gallatin County and may directly produce GIS products, including maps, data, and applications for County departments and members of the public. The position reports to the 911 Director and provides supervision over the GIS Office employees.

Percentages listed below are estimates and prone to change. All other functions are included in Other Duties as Assigned. All duties below are essential functions unless otherwise indicated.

General and Technical Administration- 20%
· Administer all aspects of the GIS Office, including fee-based and other operations, two full-time positions plus interns, annual budgeting, and training. Balance varying workloads and short-term versus long-term projects.

· Identify and implement strategic plans for the GIS Office with input from internal stakeholders and leadership.

· Identify areas where new or revised policies would contribute to the functions to the GIS Office and the county government. Present proposed policies to leadership and solicit feedback. Participate in public forums regarding policy changes or adoption.

· Administer GIS architecture and applications, including multi-user enterprise geodatabases; stand-alone ArcGIS Server; and desktop ArcGIS applications, including both legacy ArcMap and newer ArcGIS Pro installations.

· Administer fully-custom JavaScript web applications in concert with IT and GIS staff. Manage enhancements, migrations, and security topics.

Addressing and 911 Support- 50%
· Manage addressing operations according to a fee schedule and addressing policy. Identify and research problematic addressing and road naming situations and work with landowners, homeowners, municipalities, E911, and other interested parties toward resolving them. Report addressing activity to federal, state, and local agencies. Answer numerous addressing inquiries.

· Manage road name requests. Verify proposed road names with existing names and solicit feedback from 911, emergency responders, municipalities, and adjacent counties. Manage road renaming efforts and present road-renaming petitions to the County Commission.

· Provide vital addressing and GIS support to two distinct E911 PSAPs, including MSAG and CAD maintenance.

· Coordinate addressing topics among personnel from 911, the Sheriff’s Office, local fire agencies, municipalities within the county, neighboring counties, and state agencies.

General GIS- 30%
· Manage and answer data, map, and application requests. Determine appropriateness of requests. Communicate estimates of time and effort to clientele and manage expectations.

· Perform basic business analysis for County departments. Develop an understanding of how GIS is used throughout the enterprise and identify opportunities to enhance and expand its utility. Coordinate with leadership and GIS personnel located in other departments, including Planning, Clerk & Recorder, Environmental Health, Road & Bridge Department, and Local Water Quality Department.

· Evaluate new GIS products and technologies and adopt those best-suited to the County’s particular needs and budget, including aerial imagery, variations of ArcGIS Enterprise, mobile technologies, and process automation.

· Serve as the GIS SME for projects such as NG911 adoption, MS4 permitting, and evaluations of GIS-related business applications.

MINIMUM QUALIFICATIONS: This position requires knowledge of GIS/GPS operations, geography, cartography, mid-level computer programming and database administration, data management, surveying and spatial analysis methods. Specialized technical training in the use of advanced cartography software and knowledge of programming languages is required. Position requires knowledge of GIS operations; skill in the use of various databases; supervisory methods and techniques; the ability to read and interpret maps and plats and is required to apply industry principles, practices, and methods to recurring professional mapping and programming assignments. Position must have the ability to prioritize work, establish quality standards, and diagnose and resolve system operational problems.

EDUCATION AND EXPERIENCE:The required knowledge, skills, and abilities include specific experience in ArcGIS. ArcGIS Enterprise, and ArcGIS Online applications, typically acquired through a combination of education and experience equivalent to either completion of a non-degree GIS certificate program plus certification as a GIS Professional (GISP) with five to seven (5-7) years of work experience in the GIS field; a Bachelor’s degree in geography, cartography, computer science, or a related field with three to five (3-5) years of work experience in the GIS field; or a graduate degree in geography, cartography, computer science, or a related field. A GIS Professional (GISP) certification is desirable.

As a condition of hire, the final candidate will be required to successfully pass a criminal history check and background investigation.
